Joseph A. Capers, Jr. was born and raised in Daytona Beach, Florida, where he attended high school and worked in construction in his parents’ family business. He graduated Summa Cum Laude from Florida State University with a Bachelor of Science in International Affairs and a Juris Doctor from The Florida State University College of Law. He was a Summer Intern for Kinsey, Vincent, Pyle, P.L. before joining in 2025 as an associate attorney.
As a law student, Mr. Capers explored many different areas of law. His most fulfilling experiences were with the Florida State College of Law’s Public Interest Law Center in the Children’s Advocacy Clinic. Through the Clinic, Mr. Capers represented children in international adoption cases, Medicaid appeals, juvenile delinquency appeals, Individualized Education Programs, and public benefits cases. He organized a student-led effort to assist impoverished youths in applying for SNAP benefits. He went on to join the Children’s Advocacy Special Education Project where he worked with school administrators to develop education plans for developmentally delayed children. He also served as a Certified Legal Intern for Professor Paolo Annino.
Mr. Capers drafted the bill which eventually became Fla. Stat. § 1006.481, requiring teachers and other key instructional personnel to undergo yearly training to spot and report suspected human trafficking. He received the Book Award in the Children’s Advocacy Clinic, Applied Legal Concepts, and Real Estate Transactions Skills.
